How to assign drives ? new

Sorry, I just saw it recently but cannot find it anymore. How to change the "letter" of a drive. I did it before but cannot recall how and where. Since I have various external drives it is messy with DVDRom as "F", should make it Z or something but how?

Assuming Windows XP or 2000:

* Control Panel

* Adminstrative Tools

* Computer Management

* Disk Management

Then right-click on a drive or partition in the lower right of the screen and select "Change drive letter..."

Thanks, now I know what the problem is, I have most of services off, so that is why I couldnt see it, now have no clue which one it may be. It say RPC server is no available??? so probably will have to live with it. Now I know it is better to do this kind of standard adjustment before tweaks.
