Difference in output level between Focusrite and Drawmer mic preamps

Can anybody tell me why my Focusrite Green preamp's output is weaker than the preamps on my Drawmer 1960?
Both set at 40db and nominal output level - I have to set the input on my audio interface to -10 to get a healthy level on the Focusrite whilst the Drawmer is plenty loud at +4.
Any ideas?
