It is still an unbalanced output from the mixer's insert point, and so there is still a very real risk of ground loop problems.
Assuming this unbalanced insert send is going to be routed to a balanced line input, then the pseudo-balanced cable idea will prevent any possibility of a ground loop problem because there won't be a direct low-impedance DC path between the mixer and recorder grounds -- the resistor/capacitor in the screen connection will see to that. The balanced line input sees the send signal on its hot input, and the mixer ground on it's cold input, providing the signal voltage difference required to extract the wanted audio.
