'Frequency response' is something of a misnomer really -- it actually means the amplitude
with respect to frequency -- or how the level of different signal frequencies are affected
when passed through a device.
In the context of your quote, I think the author
is talking about trying to ensure that the spectral (frequency) content of each instrument
doesn't obscure that of any others playing at the same time.
In other words,
you don't have a very mid-heavy guitar playing at the same time as the vocals, or
example.
