what is " Frequency Response " in terms of an EQ . . . and what does mean . . . " to get
a track to blend in a mix so that its
frequency response doesn't interfere
with any other tracks is the very goal of the mixing process "

'Frequency response' is something of a misnomer really -- it actually means the amplitude with respect to frequency -- or how the level of different signal frequencies are affected when passed through a device.

In the context of your quote, I think the author is talking about trying to ensure that the spectral (frequency) content of each instrument doesn't obscure that of any others playing at the same time.

In other words, you don't have a very mid-heavy guitar playing at the same time as the vocals, or example.
