I still get amazed at how often there is confusion between the two scales, and to add to the confusion, most s/wares have poor metering.
But, as I always state in forums, you have to calibrate the signal path to show unity across the path from source to output. No point in working -18dBfs if your system is not claibrated to show the true values.
