On the main question... I'm in the cc camp because most of the recordings (certainly the first to expire) are owned by the labels. I think if it was the artists, who generally paid for the recordings, who were losing out I'd be more sympathetic. Also, because many of them have also lost control of their publishing they can't control the re-use of the recordings either.
(That doesn't apply in the USA because of compulsory licenses.)
Another afterthought... Where have all the good times gone by Louis Barfe, and Playback are a couple of excellent books in this territory (including the dreadfully sloppy archiving and care of master recordings in general - perhaps because they have no value after 50 years?).
