The chords follow the lyrics in the original Cohen edition, though I can't vouch for the others.
Well this was supposed to be a lighthearted bit of Xmas jolity, but...
If you way the fourth and fifth refer to the underlying chords, then how can chord V to chord VI be a fall? minor yes but IV - V - VI seems like a rise to me. And there's no hint of modulation, so we're not talking about changes in mode or feel, just plain diatonic chords in the major.
Actually the best version of this song is by Rosie Bell - who re-writes the lyrics to tell a story about how everyone murders this song.
