Apple, being an American company, would not pay the PRS (well the MCPS part). They would pay the HFA who would, in turn, move the money over to the UK as part of the BIEM agreement (actually - this relationship has been deemed "counter to fair competition" recently so I don't know what's going to happen!!).

However, there is an on-going problem in that Apple has DPD agreements with most labels (it happens on sign up). HFA are contesting some of these though as it appears that Apple are suing THEIR agreements as a license to distribute which is not legal.
