Inconsistent display of SOS home page - Navigation Strip

Firefox, IE, two computers:

The black "navigation drop-down strip" at the top of the page will sometimes be present when going to the home page, and sometimes it will not ("Search - News-Articles-Forum-SOS TV- etc.).

This has been happening for a few weeks or so.

I miss it when it doesn't appear because it is hard to go to the general forum page otherwise.
