Regarding the EE, the engineer will set that during the cut, depending upon the material.
Also, with regards to the level, that will also be set by the engineer at the lathe, again depending upon the material and also on side length. A record doesn't work like a digital recording - you can effectively keep turning it up until you either run out of room or the needle jumps out of the groove! However, if you want a super-loud cut, watch the sibilence, keep the bass down the middle, and don't smash the life out of it - ironically an open, dynamic master will cut louder than a heavily limited one.
