Ambient Music Levels

I am probably over thinking it, but after reading a few posts about levels for streaming music I'm panicking about levels for ambient music.

Most recent posts have dealt with the maximum levels available, in these post loudness wars times, but I am interested in if my music could be possibly too quiet. I know by it's nature that ambient music is often low level but do any of you have any kind of guide levels that you mix or master too?

It may well be a how long is a piece of string sort of question, but I was listening to Eno's Neroli on Apple Music the other day and it was incredibly low level even in comparison with his other work.

Any thoughts would be most welcome.

Indeed it could. Some services may not increase the volume of tracks whose integrated loudness is lower than the target.

The usual advice is that if you want it heard at target level, just have it mastered slightly over the target LUFS, so it will be brought down a little and in line with the rest.
