I don't know if i am missing something or something is wrong. Saw the same
thing few years ago, i fixed it and now i forgot how to do it again.
I am using a Sine Wave from the Blue Wave Test files which is -20dbfs
and now if you look in my Cubase every Meter shows it as -23, even on a
VU Meter shows as 3db lower than 0dbvu. I had this same exact thing few
years back and i somehow fixed it bit for the life of me i forgot.

It was something about that which i forgot what it was.
The funny thing is when i run Cubase Generator SineWave at -20dbfs than all Meters are correct. Only imported Audio is not correct.

Now all i did was switch from Equal Power to 0db and fixed it but 0db?

Yes, it's due to the selected pan-law which determines the amount of signal attenuation when splitting the mono test tone signal to stereo left/right outputs.

Different pan-laws exist, with different amounts of central attenuation, and different attenuation curve shapes relative to pan angle.
