Except that it's not retroactive or affect any complaints currently in the system, so the number of existing music venues will still shrink and new ones will be unlikely to appear.

Just down the road from me is a Karioki bar, Fact is, you wouldn't know it's there. Everything is triple glazed with soundproof rooms within. They've gone to a lot of expense to be good neighbors and yes, I've been there and inside, it can be VERY noisy.
And they are very fussy about guests behaving themselves. Mind you, it IS in Pinner :-)

Can't speak for the rest of the country, but the more interesting venues up in the North West these days seem to be opening up outside of the city centre. As a punter, I'm more than happy to pay for a £10 taxi fare if it means getting in front of an unrestricted sound rig for the evening.

Essentially a venue being forced to close due to a complaint from a developer (not a resident) who was aware of the venue before going ahead with his development.
