What could account for such interference from a Focusrite Saffire Pro 24 DSP? Not coming through headphones.

If you haven't already, separate your audio level wiring from the power cords. Then plug all the power cords into the same wall outlet with a power strip as needed (star connection). This will reduce/eliminate ground loops, EMI and RFI issues, and may completely resolve your noise problem. I have used this simple tip for over 20 years in multiple home studio installations near a major interference laden city and it has always resolved and prevented noise issues. In any event this star connection for your power is best practice in a usual home studio (that isn't built within a Faraday cage) and can at least rule out external interference and help you focus on equipment malfunction if it doesn't resolve your noise issue.

Most likely to be a grounding issue - either a ground loop or a lack of a good ground in the system. If this has only just started then check that all your cables are properly connected.
