and also is the time of each frame same? e.g. each frame take absolutely 1/N seconds time equally when there are N frames in every second?

"Frames"..?
If you are talking about video, then say you are running 25 frames per second, then divide your sample rate (most likely 48KHz) by 25 and that's how many samples each video frame will last.

MP3s are made of frames too (a header block and a data block). And WAV and AIFF are made of chunks.

That's what I first thought the OP might be referring to - but then he went into AIFF/WAV etc so I thought that couldn't be the case. Hence why I asked "Frames?"...

Yeah. Asking about frame rates for video would make sense as I don't know why you'd need to bother about MP3 frames or WAV chunks unless you were doing some programming. And if you were presumably you'd know where to look those things up.

He's from Hong Kong, so it could be a poor translation.
You aren't thinking of sample rate are you? In which case it's whatever you set it to be regardless of file type, generally ends up at 44100 a second unless you're working to film, in which case it's 48000.

I asked these questions because I wanna know if it's trusted to count on the seeking time by frames, whatever constant bitrate or dynamic bitrate (bps).... :headbang:

The clock is EVERYTHING.
( which is why expensive clocks by people like Apogee, give better sound. )
Compressed data such as MP3 can be encoded with constant or variable bit rates.
The ideal being to save space by using a variable bit rate, where the transcoder uses a lower rate to convert low detail audio, boosting the rate to describe more accurately, more detailed audio ( ie with great dynamic and frequency range.)
In this day and age, with broadband internet streaming and powerful computers with terabytes of space, a dynamic bite rate offers very little in the way of savings.
For a more clearer idea, read up on digital sampling & audio data compression.
There is tons of info on the net, Just stay away from fibbi-pedia !
