USB keyboard keeps disappearing(but not in Device Manager)

Hi,
So at some point recently I noticed that when I start Reaper, midi-ox I get the message below.
It was working to control vst instruments for a couple of weeks(new system, built recently, seemed stable so far)

If I power cycle the keyboard then start Reaper or midi-ox, it works normally and I can send midi signals into the the software

I have tried:
-usb cables(usb2)
-usb ports
-pcie usb3 expansion card's ports
-power via usb(data obviously too)
-power via 12v 1a adapter, midi to usb adapter(Yamaha ux16)
-power cycling all devices
-disconnecting everything from the computer but for mouse, monitor, HBAs, and the keyboard
-installed windows 7 drivers apparently intended for the axiom 49
-factory reset on the keyboard
-various things in device manager like uninstall device with delete drivers
-various pokes and prods that I can't remember at the moment

Normally I'd figure the device is suffering some sort of internal issue but it works reliably for extended periods of time on my Windows 10 laptop

Windows 10 Pro
SUPERMICRO motherboard, Xeon, 32GB RAM
M-Audio Axiom 49 v1 (usb bus powered, class compliant(Which means I shouldn't have to use specific drivers))
midi-ox says 'there are no midi input devices'
Reaper says 'the following midi inputs could not be opened'

I feel like I've overlooked something but a windows update came out around the same time as I started noticing the issue.
Any help would be lovely!

I should add that when midi-ox says there are no midi input devices, I can go into windows device manager and see the device. No issues with it. Can right click it and do the normal stuff you'd do with devices.

At the moment, looks like it's working. However, it's going to disappear again without any warning!

Grab this, run through the entries and see if you can clean out any ghosted instances of the driver or indeed anything you no longer need to have registered in the system.

Sometimes helps and I can't really see it hurting at this stage.
