Unfortunately (as is so often the case) audio terminology is pretty slack. The absolute maximum level for an audio digital signal of 0dB fs is often called "the peak" but it has nothing to do with the above link!

An interface might have a specified output of say +20dBu or 7.75 volts and be referred to as the "peak" output. It is not! It is still the rms voltage.

Signals do of course have an 'average' level and a peak level but they are not the same as the mathematical relationship between rms and average or peak for a sine wave. Rms is basically the 'normal' way we express voltage. Mains is nominally 230V but has a peak value of 325 V peak and twice that for the peak to peak voltage!

Test meters are usually calibrated to measure the average value of a sine wave. Some more expensive ones claim to measure 'true rms' but almost all only do so for 'power' frequencies, 400Hz tops (if yer lucky!) Do NOT rely on them to accurately measure your audio signals.
