Well yes and no. Copper itself is lethal to most aquatic creatures. It's a bit swings and roundabouts.

Well yes, most of the heavy metals are toxic. In fact EVERYTHING is toxic, just the dosage that matters, e.g. I am on Iron tablets but you can OD on them.

Then I seem to recall some achaic sea beasties have a blood chemistry based on Copper?

That's why they sheathed the bottom of wooden ships in copper. And why it is still an active component in anti-fouling paint.
