It can't. What that tells you is that this user account existed prior to 15 June 2016, but this user has not posted in the SOS Forum before 28 June 2018. He/she may have been or is a subscriber and may have been using, say, Readers' Ads. Or he/she reads the online unlocked articles or bought a downloadable PDF article, or some mail order books... and may have been lurking in the Forum consuming all its epithets of wisdom prior to posting their first question.

Actually I quite like Drew's explanation and will train myself to think along those lines in future, thus saving myself many sleepless nights.

It could stand for F.O. rum user, so some Foreign Office chappie working in some hot dusty far-flung consulate with only a broken ceiling fan and a bottle of rum for company whilst awaiting the delivery of a three-month old issue of SoS from the mail-boat.
