Hi I would be interested in testing your program. I am also an online teacher and would really appreciate something like this for lessons. lmk what time works for you - i am in gmt +3

Could you not "ping" this back to a second computer and sound generator?

Interesting project, happy help you test.

I suspect you'll need a buffer and some kind of timestamping to prevent crazy jitter

You'd have thought so, wouldn't you. But it seems there actually isn't a lot web-wise. You'd have thought someone would have come up with some Internet-enabled remote-control MIDI plugin or something.

Classroom Maestro was about the only thing I could find that looks reasonably well developed (and I'm not entirely sure what it does, apart from claiming MIDI-over-Internet functionality).
