Streaming audio playing slow with clicks

Whatever I stream online seems to have started playing like a slowed down timestretch with clicks and pops. Talking sounds like they are gargling. It's happening with all BBC streams and Youtube. I haven't got anything open that is taking much memory and have never had any problems running multiple websites before.

Any guesses ?

Sample rate mis-match would be my guess. Do you have a sound interface that locks to an external clock source?

Is there a manual setting for clock speed on your interface within the mixer software? Is this set?

Generally this only happens if you have Windows thinking it needs to convert the sample rate to 96kHz or similar, when the card is in fact running at 48kHz or similar.

Its a standard old desktop. It hasn't got a soundcard. This is my internet PC.

This is weird. Since upgrading my PC to a Win 7 64 bit i5, 8GB from a Win XP P4 1 GB, I still have this problem streaming audio while editing images in Lightroom. When I make any adjustments in Lightroom to my images, the audio stutters or slows down. Surely now I have upgraded my spec massively this shouldn't happen on a new machine nearly 10 years newer ?
